OMB Inspection Operation for the Month of June

June 29-30, 2016 Provincial Inspection Operations

For this period, OMB Agents conducted routine inspections in the Provinces of Tarlac, Pangasinan, La Union, and Bicol, where illegal compact discs were reportedly being openly sold to the public.

On two separate operations in the above-mentioned areas, ninety one business stalls were inspected which led to the seizure of around 137,600 pieces pirated CDs/DVDs of different format and titles, amounting to an estimated value of PhP48.16-Million.

Manila Doctos Hospital and Metropolitan Medical Center – Manila

On June 06, 2016, Optical Media Board (OMB) Agents were directed to conduct the inspection CD duplicating facilities at the Manila Doctors Hospital and Metropolitan Medical Center, both located in Manila, to monitor their compliance with the requirements of Republic Act. No. 9239 (Optical Act of 2003).

The said medical institution is operating several CD duplicating equipment and utilizing recordable CDs to document their patients’ examination results.

On May 31, 2016, Optical Media Board (OMB) Agents were directed to conduct the inspection CD duplicating facilities at the St. Luke’s Medical City and United Doctors Medical Center, in Quezon City, to monitor to monitor their compliance with the requirements of Republic Act No. 9239 (Optical Media Act of 2003).

Both hospitals apparently were operating CCD duplicating equipment and utilizing recordable CDs to document their patients’ examination results.

The United States Trade Representative has issued its 2015 Special 301 Report, and for the third straight year, the Philippines is still out of the priority and watchlist categories.  This means that our country has been making positive developments in protecting copyrighted or trademarked products as well as in intellectual property rights (IPR) enforcement and that adverse impacts on U.S. products have been lessened.  A cause for celebration as this paves the way for more trade access and revenue for legitimate business sectors.

On April 26, 2016, OMB Agents were directed to conduct routine inspections of business stalls at Mandaluyong, Pasig and Marikina, where illegal compact discs abound and openly sold to the public.

Said operations led to the seizure of fifty four (54) sacks of pirated CDs/DVDs of different format and titles, amounting to an estimated value of PhP7.56-Million.

On April 13, 2016, OMB Agents were directed to inspect Philippines Global Optic Media, Inc., located inside the Clark Freeport, Pampanga.  Subject facility is licensed with the Optical Media Board, however, initial reports indicated that “parallel” CD replication was being done inside their premises (parallel replication is the act of copying illegal compact discs with legitimate copies).

With the hardline intention of newly appointed OMB Chair Atty. Anselmo B. Adriano to intensify the campaign against pirated optical discs, as well as pursue its illicit sources, OMB Agents on Monday, April 11, 2016 inspected Mei-ah VCD Shop, located at 556 Tomas Mapua Street, Sta. Cruz, Manila.

During the said inspection operation, the VCD Shop was found to be a retailer and imported of optical discs, conducting its business with expired commercial license allegedly under the process of renewal with the Optical Media Board.

OMB Inspects Printing in Tondo, Manila

Upon the instruction of the new OMB Chairman Atty. Anselmo B. Adriano, an inspection operation was conducted at Olympic Printing Press, Tondo, Manila.

During the service of the inspection order, OMB Agents confirmed initial reports that the said printing press is used as a venue to produce unauthorized movie labels and stickers, which may be used in part to package illegal optical media.

First Out of Town Inspection Operation under Atty. Anselmo B. Adriano

The Enforcement and Investigation Division (EID) of the Optical Media Board (OMB) conducted its first out of town inspection operations under the chairmanship of Atty. Anselmo B. Adriano in the province of Bulacan particularly Sta. Maria, Norzaragay and San Jose Del Monte City, respectively,on April 04, 2016.

A total of 54 sacks of assorted pirated DVDs were confiscated with an estimated street value of seven million five hundred sixty thousand pesos (Php 7,560,000.00)
